Increase JPEG LTV Boost Max for MAYC

Abstract Users can currently increase their LTV by 15% locking JPEG for a duration they specify. This proposal would increase the max LTV boost to 25% by locking additional JPEG for MAYC vault.

Specifications Increase LTV for MAYC by up to 25% by locking JPEG. The JPEG required to boost would be the (new credit limit - base credit limit) * 20% in JPEG.
