PIP-34: - Add BAYC "4T" Trait Multiplier

I wish to have have the "4 Trait" Multiplier added at a rate of 1.5x BAYC floor.

I have discussed this with BullTrapper and 0xTutti and they are in agreement.

To be clear, if a "4T" BAYC also has another trait type with a multiplier > 1.5x, the "4T 1.5x" multipiler would not apply.
