PIP-13: Overhead Budget

Abstract The JPEG'd DAO is seeking a budget for future contributors and to increase compensation for current contributors that are working below market rate.

Background The JPEG'd DAO can use additional help in marketing, communications, security, backend infrastructure, solidity, etc. The proposal seeks to help expand these areas as well as increase the compensation for certain contributors that are being paid below market rate. The JPEG'd DAO is already net profitable and has a substantial stablecoin runway.

The proposal would increase monthly overhead to 100,000 per month to expand the team in the areas above and bring current contributors to market rate to retain them. The entire budget may or may not be used, depending on the positions onboarded but gives flexibility to the DAO to attract the highest talent. The current monthly overhead is 52,000 per month.
