Adjust/Reduce KNINE Airdrop Allocation

Proposed actions:

Reduce the total amount of KNINE tokens allocated for airdrops from 7% of the total supply to 2.1% of the total supply. This proposal gives the management council discretion on the use of these tokens for future marketing events, strategic burns, to use in the marketing sub-DAO, etc.

If this proposal passes there will still be a KNINE airdrop focused on rewarding Shibarium users with the remaining 2.1% of the supply.
