Establish K9 Marketing Sub-DAO

Proposed actions:


This proposal suggests the formation of a sub-DAO under K9 Finance DAO, called the K9 Marketing DAO, to address a critical area of focus: growth-based marketing.

This Sub-DAO will have a $15,000 USDT monthly budget allocated and will report KPIs to the DAO.
