The Keep and NuCypher communities proposed the world's first on-chain hard merge. Full details about the proposal can be found here.
The Keep community proposed a vote structure that focuses on active capital and the current representative democracy or multisig. For that reason the vote starts here with a 5-day staker signal. If this snapshot receives a 2/3 supermajority from stakers it will move onto a 5-of-8 Keep Community Mutlisig vote for ratification.
If this snapshot receives anything less than a 2/3 majority from stakers we will open another snapshot, this time including all Keep token holders.
The 2/3 threshold is high but we want to make sure the community is absolutely onboard for such an important decision.
The communities decided to start with a general pro or con vote on the hard merge for a few reasons. First, it allows the proposal to move forward in a resonable timeframe. Second, it provides the needed clarity to both the Keep and NuCypher communties on whether the hard merge will happen at all. Third, if it passes it gives both communities a chance to start working directly together by brainstorming and agreeing on final implementation details.
