Title: Adopt v1 of Proposal Process & Guidelines

Overview: This is a proposal to approve, implement, and evaluate the first version of the Proposal Process & Guidelines

Motivation: A transparent and cohesive process on how the amazing ideas brewing in the community can become official projects, policies, events, etc. with specific accountability and measurement of success will empower each individual to be an active participant and ensure that we keep growing and improving as an organization.

Rationale: We believe that a robust (yet not too cumbersome) format for civic participation in determining policy, project priorities, and more will lead to an informed body politic and lead to better outcomes over time for all the communities we interact with.

Responsible Parties: mo (inarkas#5329) & phil (SpacemanRandy#4381); under the oversight of the Governance & Law Pod

Steps to Implement: (1) Community reviews, discusses, and votes on the process outlined in the linked document.

(2) Upon a favorable vote, we use this format to implement additional KIPs.

(3) We measure how light-touch / simple / efficient the process is (through a survey approximately 60 days out), and craft a v2 in 3 months (if necessary).

Timeline: 60 days post-implementation, review metrics and send out surveys to assess qualitative feedback. Refine for a v2 by day 90.

Overall Cost: 0 ETH (only time)

Success Metrics: Primary: # of unique authors of KIPs

Secondary: Month-over-month growth in # of KIP Ideas proposed and the # of KIPs sent to community vote;

Voting Structure: One member (one wallet), one vote.

Since there’s no monetary implication, we do not believe quadratic voting or other strategies are necessary.

Key Terms: KIP = Kift Improvement Proposal

Specifications: Largely Discord and Snapshot. Potentially a forum-style tool such as Discourse to give proposal discussions more structure, and a Google Form to intake ideas.
