Create a fund for paying Developers

Many of the tasks necessary for moving the Kimchi project forward will require the work of Developers.

We will need Developers that have experience developing back-end infrastructure, such as writing smart contracts in Solidity.

We will also need the help of front-end Developers with experience in creating web interfaces and mobile apps using other frameworks such as React and TypeScript.

There are many different routes that we can take towards establishing a fund to pay Developers for their work. At this time, we only want to decide, as a community, whether we want to begin exploring the various ways of establishing a fund.

If we decide in favor of creating a fund, then we will need to create new proposals for deciding how we will go about creating the fund.
