Add signees to multi-sig wallet?

Proposing to increase the number of required signees and available signers. If a "Yes" vote is reached we will have to nominate and vote for the additional signers in a separate vote.

-A "Yes" vote would move us to require 5 signees and increase the available signer pool to 8.

-A "No" vote would keep the status quo (3 signees of 5 required)
