Governance: Allow flexibility to DAO Founders to SWAP ETH to $APE

This proposal is to give DAO founders the ability to swap ETH to $APE and vice versa up until $APE staking begins without the need for a proposal.

As always - all swaps and transactions will be tracked in logs, but this is mainly to allow us to catch dips, and pumps to maximize DAO funds strategically.

The current issue with $APE price moving so fast, we miss out on swapping opportunities as we're waiting on proposals to get created. This will help us be a bit more agile for the next few days.

This authorization should end on the first day of staking go live. Any swaps after that point will need to be proposed like we've done in the past.
