Like/Dislike Vaults and Commenting

I propose to have a Like/Dislike system for all vaults in order to measure it's popularity. Each address can only like/dislike a vault only once. (Costs KOGECOIN)

On the same topic, being able to post a comment/review on a vault would give valuable feedback to other investors. (Add/removing comments will cost KOGECOIN)
