Add 4 Multisig Signers and Change Approval Threshold to 4/7

Add mario lopes, magnus, dogstoevsky and lewwwk to the Gnosis Safe multisig, and change execution threshold from 2/3 signers to 4/7 signers. All of the following signers have the support of the existing multisig signers, and have been contributing actively since July or earlier.

Why?

Multisig wallets like Gnosis Safe allow us to manage the treasury with some guard rails to prevent someone from running off with funds. Each transaction requires multiple signers to sign off in order to approve a transaction. This increases the difficulty of collusion. In an effort to decentralize step by step, this proposal advocates we bring on 4 more signers and raise the threshold to 4/7 signers (from 2/3).

Note, anyone can submit a proposal to add or remove signers (or teams of signers).

How will this be executed?

Existing multisig signers will add the 4 addresses listed above in the Gnosis Safe app, and then change the parameters of the safe to 4 approvals.
