Staked KUSGOV Voting

Hi! Cryptodmndelite here with a proposal!

During the previous snapshots I was unable to vote due to my KUSGOV being staked. I think there should be a means implemented so that staked KUSGOV holders can vote.

I was thinking of 2 different options on voting, not sure how hard it would be to accomplish, but I have faith in the Kuswap team.

Option 1: Yes, we enable staked KUSGOV in KUSTACK to be used for voting. Option 2: Yes, enabled for voting, but you only get 50% voting power (incentivizes wallet holding for higher impact on votes over staking)

And of course, option 3 which is a no. If you have a better idea, I would like to hear it... I just don't want to miss another vote because I didn't unstake before the snapshot.
