LSRWA-USDT LP Farming Pool Creation

This proposal seeks to reallocate 50 LAND per day from the existing LAND-BNB LP pool to a new LSRWA-USDT LP pool.

Using this pool, any whitelisted user can earn rewards by depositing LSRWA-USDT LP Tokens, which can be acquired by adding liquidity to DS Swap. This proposal includes a transaction to add the new pool, in addition to reducing the allocation of the LAND-BNB LP pool by 50 tokens per day.
