[Custom Proposal] Reduce DAO proposal 14-day window

I think the schedule for the DAO proposals could be better if it is lowered, maybe between 4-7 days. Right now, a lot of people are just waiting to the last second to vote. It has happened in the latest proposals. For example, there is one open proposal that has received only 1 vote in the last 48 hours. I think 4-7 days should be enough for the people to vote if they want to.
