[LIP #16] 2024-Q3-A01 Treasury Collateral - Community Support

With the result of accepting 8 validator nodes in [LIP #11.1], this proposal aims to borrow $DAG from community members in order to run the approved 8 validator nodes quicker than forecasted (assuming validator spots are available), increase treasury assets at a faster rate and offer $veLTX community members that hold $DAG an avenue to earn rewards for their collateral.

The proposal suggest that up to 125 members can offer 10,000 $DAG collateral each.

There will be two different voting options:

1. Accept this proposal
2. Reject this proposal
