Community discussion period of 48 hours.
A notice period of 72 hours before voting begins.
Voting lasts 72 hours, requiring a 33% quorum and a simple majority to pass.
Criteria for Emergency Proposals (Any one of the criteria is enough):
Severity of Impact: Addresses significant risks to security or stability.
Time-Sensitivity: Resolves issues with potential negative outcomes from delays.
Strategic Importance: Deals with governance, compliance, or infrastructure.
