[LIP #8.1] 2024-Q3-A02 Proposal Committee member voting

This proposal is a continuation of [LIP #8] Implementation of governance body - Proposal Committee (https://commonwealth.im/lattice-gateway/discussion/10931-lip-8-implementation-of-governance-body-proposal-committee) and is about electing the members of the Proposal Commmittee.

The voting type to elect the Proposal Committee members will be based on a “Weighted voting” scheme which allows every veLTX to specify how much they support each candidate.

The four (4) members with the most support will be elected as members of the Proposal Committee.
