[LIP #15] 2024-Q2-A01 Wallet organisation of Vote Escrow Reward Pool

The goal of [LIP #15] is to introduce a new wallet organisation system for the LTX tokens in the "Vote Escrow Reward Pool" to improve clarity, traceability and transparency. This proposal therefore suggests splitting the tokens in the Vote Escrow Reward Pool across 3 wallets.

There will be two different voting options:

1. Accept this proposal
2. Reject this proposal
