[LIP #13] LiFi fee distribution

The fees of the LiFi swap integration are being received in the form of the respective token being swapped: this means we are receiving different kinds of EVM tokens on different kinds of EVM networks.

In order to save on respective network and swap fees LIP #13 proposes to set an accumulation target for the fees. When the accumulation target of x $USD is reached, the fees will be used to buy $LTX and then distributed to all veLTX holders.

Setting a lower accumulation target will shorten the duration between distributions, but increase the overall network and swap fees. The reverse happens for a higher accumulation target - there will be a longer duration between distributions but the overall network and swap fees will be lower.

The voting will go for seven (7) days.

There will be three different choices for the accumulation target:

1. 30,000 $USD
2. 45,000 $USD
3. 60,000 $USD
