[LIP #8] Implementation of governance body - Proposal Committee

It is suggested that a Proposal Committee be established for the Lattice Gateway DAO. The Proposal Committee is mainly used for management, support, review and evaluation of Lattice governance proposals. This ensures that an independent body takes care of the compliance with regulations regarding the governance proposals and compensates the creators and collaborators fairly.

There will be two different voting options:

1. Accept this proposal
2. Reject this proposal

This proposal provides that a maximum annual distribution of one hundred ten thousand LTX tokens (110,000 $LTX) will be distributed for the Proposal Committee. The numbers are based on the assumption of the maximum achievable bonus rewards.
