[LIP #3] Choose a fee for the DTM program on Lattice Gateway

This proposal has the goal to introduce an additional fee source for veLTX holders which will be levied on the different DTM programs that run on Lattice Gateway. This will reinforce the Lattice Gateway business model and increase the rewards veLTX holders will receive.

There will be two different voting choices: 0 % fee 5 % fee

Example of fee mechanism: Assume the DTM program’s total reward per month is 5,000,000 $DAG and the DTM program’s fee is 5 %. In this case 250,000 $DAG would be taken as fees for veLTX holders and 4,750,000 $DAG would be distributed to the DTM program participants. The DTM program fees of each month will be claimable at the beginning of the following month.

The vote will take 7 days and a quorum of at least 33 % of all $veLTX is needed.
