[LIP #24] 2025-Q4-A04 - Establishment of Lattice Gateway Strategic USD Reserve

This proposal suggests creating a Strategic USD reserve which will serve as a dedicated pool of funds held in native USDC on the Ethereum chain, providing the DAO with a stable and non-volatile financial buffer. The reserve will be funded by diverting a percentage of all funds entering the Lattice DAO Treasury (excluding those meant for veLTX holders), with the specific percentage to divert being set in a follow-up adjustment proposal if this proposal passes.

This USD reserve is not intended to replace any current sources of funds for any marketing, partnerships, emergency situations, platform upgrades or any other operations unless a proposal passes that specifically requests and approves use of the USD reserve for such purposes.

Strategic USD Reserve goals:

• Stabilize the USD value of the Lattice DAO treasury holdings, as USD value of most assets in the treasury is very volatile.
• Fund initiatives that clearly identify the USD Reserve as the source of funding in their approved proposal.
• Potentially avoid distributing large amount of $LTX to cover any operations whose requirements are denominated in USD, during poor market conditions (when value of $LTX token is very low in USD value).
• Support long-term stability and responsible financial planning.

This proposal will have two voting options:

1. Accept the proposal
2. Reject the proposal
