Choose a fee for the Soft Node Program on Lattice Gateway

The goal of the proposal is to create a fee levied on the Soft Node program which is running on Lattice Gateway. As the Soft Node Program is a product using Lattice Gateways infrastructure it makes sense to levy a fee which is then distributed to veLTX holders.

There will be two different voting choices: 0% fee 5% fee

Example of fee mechanism: Assume the Soft Node Program's total reward is 1.000.000 $DAG tokens and the Soft Node Program fee is 5%. 50.000 $DAG would be taken as fees for veLTX holders and 950.000 $DAG would be distributed to the Soft Node participants.

The vote will take 10 days and a quorum of at least 33% of all veLTX is needed.
