[LIP #14] LIP Naming Convention Enhancement

The purpose of this LIP is to implement a new naming convention for LIP proposals to allow for the easy tracking of LIP’s within the governance periods. This is intended to improve the experience of community members and help with some of the governance administration regarding the status and number of proposals that have been provided each quarter or year vis a vis the governance voting rewards requirements.

If passed Authors of prior LIP’s will be asked to update the naming for those proposals to have a consistent approach for all proposals.

There will be two voting options:

1. Accept the proposal (Implement new naming convention)
2. Reject the proposal (Retain existing naming convention)
