[LIP #11.1] Treasury Staking at Constellation Network

The proposal is a continuation of [LIP #11] which was accepted back in December 2023.

This subsequent proposal aims to create a basis for the continuous expansion of the treasury and a further stable source of revenue for $veLTX holders. Starting with the first three validator nodes, which can be started immediately with the $DAG from the treasury, the expansion of the running nodes is advantageous in the long term.

The voting will decide the number of validator nodes with four different options:

1. Accept this proposal with 8 validator nodes
2. Accept this proposal with 16 validator nodes
3. Accept this proposal with 24 validator nodes
4. Reject this proposal
