Daria8811 Layer 3 role removal.

daria8811 has been completely absent from Eco Discord for over 4 months, as can be seen by looking at her message history. She has also not participated in any Layer 3 snapshot voting during that time. From this we can conclude that she has been inactive all this time and since we have voted to remove the role from inactive Layer 3 members - I am putting her up for a vote.
