Activate Levva Snapshot Governance (Test Proposal)

This is Levva’s first Snapshot proposal and serves as a technical and governance test.

The purpose of this vote is to:

1. Verify Snapshot setup and voting power calculation
2. Test wallet participation and voting UX
3. Introduce the community to Levva governance

This proposal has no economic impact, no parameter changes, and no effect on the protocol.

If this test is successful, future proposals may include:

1. Vault and strategy decisions
2. Incentive and emission discussions
3. Ecosystem and expansion topics

This vote is purely a governance activation test.
