2nd LEVX Distribution

This proposal is about unclaimed $LEVX in the first distribution.

I've done some temperature checks about the ratio between 'OH-GEEZ LPs', 'LEVX LPs' and 'New noisemakers': https://levx-dao.canny.io/damn-requests/p/unclaimed-levx-distribution https://twitter.com/LevxApp/status/1516024269532430337

And I propose this new ratio after hearing all your opinions.

• 60% goes to OH-GEEZ LPs & LEVX LPs distributed weighted according to each LP's (duration * amount) ratio
• 30% goes to noisemakers (who have been following & tweeting about me & my project after 1st LEVX distribution)
• 10% goes to the treasury

And all the unclaimed amount in the 2nd LEVX Distribution goes to the treasury.
