Optimistic Vote: Mercury Bank

LexDAO has secured approval for a bank account via Mercury. The intended of use of the account is to receive non-crypto grants and membership contributions as well as pay for tooling and web services.

This optimistic vote is to allow for signaling approval for use of the bank account and offer the opportunity to signal disapproval and veto intent.

Tertius is currently the sole signatory on the bank account and we will work to find a proxy to serve in the Assistant Operator signer role. This will be separately proposed for vote.

There is currently no defined on/off-ramp between the bank account and treasury but LexOps is pursuing such an effort potentially including a Coinbase Commerce account (somehow harder to get than a bank account)
