Temp Check: @jruffer proposal and status

This is a non-binding temperature check on how to proceed with Jruffer. Ops may engage in interim measures including while this vote is still open, or beyond, which this vote may inform, in the interest of the DAO.

Note: As an interim measure, the directory has been taken down from the website.

DAO Member James Ruffer (annual membership purchased February 18 2022), proposed via snapshot a website redesign RFP proposal. This proposal did not conform to the Operating System guidance on proposals.

Jruffer emailed a portion of the membership (via bcc), presumably from the directory listing, to invite them to vote. Jruffer subsequently de-listed the proposal prior to the completion of voting, at which point, my understanding is that the vote stood at 12 against, 8 for, and 2 abstain Jruffer sent a second email to many members, also unsolicited, explaining that the post was removed and adding some color with his views on the DAO.

Jruffer has indicated he has no intent to refrain from additional emails or snapshot proposals Jruffer has indicated a desire to have his membership fee reimbursed.
