Increase Libera Miner early withdrawal tax from 10% to 70%

Dear Libera Miner community, To make our contract more sustainable and protect all investors from whale's early withdrawal. We suggest our community to vote on this matter:

Current early withdrawal tax: 10% Suggested early withdrawal tax: 70%. All of this tax will come back to the pool to share between other investors. It means the one who left early will give most of his rewards to the one who remains. This tax only apply to early withdrawal, normal withdrawal at the 7th day period is not affected by this tax.
