Summary Improve Lido governance process by setting up Lido Referral Program committee and using Easy Track for the payouts

We propose to form a Lido Referral Program committee and allow the committee autonomy to distribute referral payouts with Easy Track motions while following the Ethereum Referral Program Terms & Conditions.
