Proposal: Easy Track payments limit

The following is a vote to release the Easy Track payments limit. It's an extension of the following proposal. The proposal covers the upgrade of the permission granted to Easy Track's EVMScriptExecutor to limit the amount of funds that can be transferred by individual Motion.
If passed, two items will be added into the Omnibus voting next week (Feb 17th 2022):

• revoke role 'CREATE_PAYMENTS_ROLE' from EVMScriptExecutor contract;
• grant role 'CREATE_PAYMENTS_ROLE' to EVMScriptExecutor contract with parameters to limit the payments with:
  • 1,000 ETH
  • 1,000 stETH
  • 5,000,000 LDO
  • 100,000 DAI
