Switch Referral Program to Whitelist Mode

The following is voting to switch the referral program to ‘whitelist mode’ whereby only approved referrals can participate. The goal of this is to help improve the security and productivity of the Lido referral program.

As discussed on the forum, there is a huge potential in onboarding wallets and protocols as referrals from one side and problems with handling anonymous referrals (abuse cases, price peg destabilization, etc.) from the other side. Switch to 'whitelist mode' will help to onboard quality partners and reduce problem cases.

Applying 'whitelist mode' means:

1. Only approved referrals are able to participate and get rewards.
2. Anyone can propose a candidate for whitelisting on a Lido governance forum.
3. Proposed candidates need to be approved and already whitelisted referrals to be regularly checked by Lido Analytical Team to filter out bad quality referrals (breaking the rules per terms & conditions) based on staking history.
4. Pre-approve for whitelisting existing referrals: Ledger, Argent, 1inch, Yearn, Mew, Math Wallet.
