Lil Reps: History, Structure, and Mandate

This is a proposal about the structure of Lil Reps as an organization. It has undergone multiple pivots since its inception and through this proposal, takes a step at finding its structure. Through Cycles (every month), brings more and more improvement to the structure.

What is Lil Reps?

Lil Reps is a mandated body by Lil Nouns. It has a rotating, community-elected mandate. Its current mandate is to help in the deployment of Nouns capital and improve the presence of Lil Nouns DAO.

Lil Reps started as 'Lil Nouncil', a voting body to help Lil Nouns proposals meet quorum. The subject of voting and governance was quite contentious and did not align with the ethos of helping builders. Founding members sq, mfrs, baba, and jihad were elected.

After discussing its structure (all discussions were public in Lil Nouns Discord), Lil Reps decided it is best to let the community vote on its mandate. On DATE Lil Reps put out its first snapshot proposal.

Creating the subDAO pod – whose mandate is to vote on Prop House proposals – was challenging as there was little to no response. Members of Lil Reps reconvened and discussed next steps.

To further expand Lil Nouns presence, Lil Reps decided to move forward with its mandate and began work in improving Prop House capital allocation while improving the presence of Lil Nouns in the Nouniverse.

Prop Culture

Every Friday, Lil Reps went on Prop Culture – a weekly Twitter Spaces series hosted by Toady – to meet Prop House builders and listened to their proposal(s). The Reps then casted their vote in Lil Nouns Discord. The proposal with the most votes are sent to League of Lils who are in charge of casting the votes on Prop House. Lil Reps did not have direct control of Lil Nouns’ Noun holdings.

How did Lil Reps' Do?

Lil Reps’ mandate is to improve Nouns capital allocation on Prop House while improving the presence of Lil Nouns DAO. Lil Reps have helped allocate more than 21 ETH to some of the most remarkable builders in the Nouns ecosystem by looking at Prop House proposals, listening to proposers in the Prop Culture show, and voting on their top #1 choice.

Voting History

Each Lil Reps member will vote based on their own parameters. However, a prevailing voting pattern has been that Reps prioritize builders who have shown up on Prop Culture to discuss their proposals.

Since inception, Lil Reps has been engaging with Prop House builders, as well as initiating and maintaining a Lil Nouns’ voting streak on Nouns Prop House. Through Lil Reps, Lil Nouns DAO was able to, for the first time, mobilize its Nouns holdings to improve Prop House capital allocation by voting on Nouns Prop House. In doing so, improve Lil Nouns presence in the Nouniverse.

Lil Reps: Structure

Membership

  • There are currently 5 Lil Reps. Lil Reps has a monthly churn where they are (re)elected by the community.
  • There is a re-election of Lil Reps members

Roles and responsibilities

  • Attend Prop Culture on Friday;
  • Vote on Nouns Prop House rounds;
  • Help rally feedback for builders
  • Attend 3 out of 4 Prop Culture shows every cycle
  • Present a short report that outlines their stay in Lil Reps. Failure to do so results an inability to run for 2 re-elections.

Member Participation Framework

To expand the number of Lil Reps members, a participation framework is being developed. This framework will keep being iterated through each cycle and amendments made to it every Epoch. Here is a breakdown of the current participation framework:

  • Timeframe: the time for Lil Reps is made of 2 chunks:
    • 4 Prop House Rounds is a Cycle
    • 12 Prop House Rounds is an Epoch
  • Reelection: Lil Reps are (re)elected every month. A member can run for re-election indefinitely. Members who failed to meet the required roles and responsibilities in their previous term results cannot run for re-election in the next 2 months.
  • It is the responsibility of the current Lil Reps to decide, with feedback and general sentiment taken from the community, on the membership size of Lil Reps. This decision can be made during a Reps cycle, with the change in number voted on, at the next cycles election. Additionally, the Reps could decide to call a snapshot vote in order to change the group size of Lil Reps, mid cycle.

Structural Changes

Per Voting Round Override

Starting with the Nouns Video Proliferation Challenge Prop House round, a per vote override will be implemented. This allows the community the freedom to override the current Prop House voting round. Here is how it will be operationalized.

  • As soon as the round is open for voting, any lil nouner will be able to put an override vote for that specific round on Prop House.
  • Post the override suggestion(s) in Prop Lot with ‘Lil Reps:’ (without quotes) in the title.
  • If 2.5% consensus is reached 36 hours before Lil Reps cast their votes, then vote will not be casted.

Feedback and evolution

Lil Reps’ structure is always evolving. The community, as well as each Lil Rep can propose their own suggestions for structural change of Lil Reps by proposing on Prop Lot so the community can signal, through consensus, that the suggestion is worth including in next epoch’s proposal. Here is how it is done:

  • Post suggestions in Prop Lot with ‘Lil Reps:’ (without quotes) in the title
  • Rally votes around the suggestion. Once it reaches a 3.5% consensus and is closed, said suggestion(s) will be taken into consideration.

How to Vote on This Proposal

Option 1: Keep reps exactly they way it is. 5 people. 1 month terms.

Option 2: Keep rep structure the same, but expand reps to X members. 1 month terms (We will determine size with a follow up vote).

Option 3: Keep rep structure, but expand reps to anyone who wants to participate with a participation framework, compensation schemes, etc.

Option 4: Nuke reps. Move towards Nouncil style: Select top idea(s) you like. Anyone in community is welcome.

Option 5: Nuke reps. Move towards a token weighted vote. Anyone in community is welcome.
