P-Ratio Reduction on Re-opening of Protocol

Abstract/ Rationale Market conditions have improved significantly since the unexpected close of the protocol, thus the value of the liquid assets has risen. This favours people who held assets before the close but also has the effect of inflating the debt pool and increasing P-Ratio numbers for all other users. To mitigate this we can offer a reduction of P-Ratio threshold of either: 0/25/50 points, so P-Ratio on the re-opening of the protocol would be either: 400/375/350.
