Flannelhandler Proposal: Move voting to Discord due to Snapshot issues

As most of you that have been around for a while know, we've been having constant issues with DAO Votes hosted on Snapshot, as the Gitcoin Passport we use either causes people issues in signing up, or expires regularly, making it impossible for people to participate in certain votes.

Due to the above, Core Team has more recently moved votes to our token-gated Discord server. We now propose to move ALL voting to Discord. This all to ensure DAO proposals can continue to be processed in a timely and traceable fashion.

RATIONALE:

Our main reason for using Gitcoin Passport on Snapshot was to ensure that all TOAD holders have an equal vote, no matter how many toads they have or the size of their portfolio. The second reason is that we want to make sure -as far as possible- that votes come from unique persons, not just one voter spreading his toads over x amount of wallets. Discord voting in our token gated server covers all the issues above, as only TOAD holders have access. Locking the vote channel after a vote is completed, secures transparancy and traceability on past votes. Core team will monitor votes to ensure no tampering takes place and encourages the community to do so as well.

This proposal also serves to ratify the last two financial votes, that took place on Discord due to the circumstances described above.
