AIP-4: LION/ETH Liquidity Migration

The Uniswap V3 liquidity for LION/ETH, seeded by the Treasury, will be migrated with a 50% allocation to LionDEX spot swap. The new LP tokens resulting from the migration will still be held in the Treasury.

If the vote is approved, the migration will be executed upon the launch of the upcoming spot swap. The LionDEX liquidity will be added at a ratio aligned with the Uniswap V3 unwound proportion, ensuring no impact on the price.
