TRC-88 Approve Gauges for Savvy: SVY-WETH / svUSD - FRAX / svUSD - frxETH on Arbitrum with 5% Cap

Summary In light of the approval of SIP-2 [https://snapshot.org/#/savvydao.eth/proposal/0xefc97d3c304d1b4bbeda7eec923809f6e2296475efb2db8a686ef4a106f4e8b4], Savvy DAO is embarking on an expansion initiative within the Arbitrum ecosystem. After thoroughly evaluating available options, the Bunni liquidity engine has emerged as the preferred infrastructure to incentivize Liquidity Providers participating in Uniswap pools. As part of this proposal, we recommend the activation of oLIT incentives for the svUSD/FRAX, svETH/frxETH, and SVY/WETH 5% cap gauges.
