TRC#83 Enable IDLE-WETH gauge on Ethereum with 2% cap

Motivation We would like to gather the sentiment of the Timeless community in onboarding IDLE in its ecosystems.

The goal is to add the IDLE-WETH Gauge on Ethereum with a 2% cap.

With this gauge addition, we aim to create a flywheel effect for Idle users using the Timeless-Bunni and Liquis ecosystems. To generate a sustainable way of incentivizing liquidity provision towards the Idle pool/s, we will allocate part of the generated fees via Bunni as a voting incentive. This step mirrors the TRC-#10 proposal and aligns both communities
