Remove ECTO buy/sell tax

As the Phantasma game demo and GhostSwap continue toward release, things are looking fantastic around the Ghost Labs ecosystem. One thing that is a little outdated is the buy/sell tax on $ECTO. Though not much has changed with the use case of $ECTO, the higher taxes make it difficult for trading, transferring, and for normal or increased volume.

PROPOSAL: Reduce $ECTO buy/sell taxes drastically or remove them entirely.

Pros:

• Easier to get more trading volume.
• Volume up, more eyes on project.
• Many buyers will not be so hesitent to enter when 22-23% is needed to break even.
• Get tracked on CoinMarketCap again when our volume is sustained at slightly higher levels.
• Increased investor confidence

Cons:

• $ECTO - $BUSD rewards will be no more
