Nuisance DAO Proposals

A suggestion to help reduce nuisance or thoughtless DAO proposals:

When anyone submits a proposal for a vote, 1 little ghost or ecto skeleton must be locked as collateral with the proposal. If the vote is successful and more votes have been casted in favour for the submitted proposal then the collateral will be released back to the wallet after the proposal has ended, if however the proposal is rejected by an overwhelming number (eg over 66% voting power rejects the proposal (the number could be decided on by the community)) then the collateral is relinquished by the owner and taken to a community wallet for later use in promo or give aways.

This helps not only the prevent thoughtless or nuisance proposals being made but also enables ghosts or skeletons that are collected through rejected proposals to be used for community give-aways and advertisements by the team
