SUMMARY

After deliberation on Discourse an initial governance framework has been drafted and agreed upon. Outlined below is the key types of proposals that can be made and the process to submit them. This governance proposal is subject to change in future seasons.

There are four main types of governance proposals you can make:

  1. Research Proposal: Lobby 3 DAO will fund research and public goods that are aligned to the mission and values of Lobby 3 DAO. Research proposals have a quorum requirement of 1% and require a minimum approval of 50% to pass.

  2. Policy Proposal: This is a proposal that asks for the DAO to prioritize a specific topic as priority for research, resources, or lobbying efforts. Approved policy proposals are assigned working groups and dedicated advocacy support. Policy proposals have a quorum requirement of 3% and require a minimum approval of 50% to pass. Anyone can create a policy proposal but only Advocates are able to vote and make on-chain decisions.

  3. Lobby3 Improvement Proposal (LIP): This is a governance improvement proposal that asks the DAO to change in areas related to governance, process, structure, onboarding or anything related to how we as a community operate. The LIP submissions require a quorum of 5% and a minimum approval of two thirds to pass.

  4. General Proposal: For submissions that do not meet the criteria for one of the other types of proposal formats. General submissions are reviewed on a case by case basis and will require 1% quorum and a minimum approval of 50% to pass

Phase 1: Temperature Check — Discourse

  • The purpose of the Temperature Check is to determine if there is sufficient will to make changes to the status quo.
  • To create a Temperature Check, ask a general, non-biased question to the community on community.lobby3.io 3 about a potential change (example: “Should Lobby 3 DAO lower mint price ?”). Forum posts should be in the “Temperature Check” subcategory of the appropriate workstream.
  • Temperature checks are informal; it’s up to you to use the feedback to decide if you want to proceed further with your proposal.

Phase 2: Draft Proposal — Discourse

  • The purpose of the Draft Proposal is to establish formal discussion around a potential proposal. Create a new post with the tag “Draft Proposal”. Link to your temperature check thread in the proposal draft; draft proposals that were not preceded by a temperature check may be removed by moderators. Discuss the proposal and solicit L2 Advocates for feedback. Documentation on composing a proposal can be found here 2.

Phase 3: Active Proposal — Discourse / Snapshot

  • Request that a moderator advances your proposal to a vote by tagging @moderators in a reply.
  • Mods will move your proposal from Draft Proposals to Active Proposals.
  • Mods assign your proposal a proposal number in the form L3###.
  • Mods create a snapshot vote for your proposal with a duration of 5 days, and link to it from your proposal post.

*CAVEAT on Quorum * - We are still figuring out what the voter engagement will be from our token holders. In the event our initial quorum thresholds are unable to be met the Lobby 3 staff has discretion to amend the threshold requirements in order for a new quorum requirement proposal to be passed. This power will ONLY be exercised in the event the community is consistently unable to pass proposals and voices the quorum requirements are not working.
