Should we implement LIP-12?

Overview: Use LP tokens to perform buyback up to Backing price + 10% buffer when market cap goes below 15% discount on the treasury.

Voting options: 1 - Adopt the buyback mechanism 2 - Test the buyback mechanism by doing it twice next time it goes below backing per LOBI, analyze the effect and the transactions, and require a second vote if successful to adopt it for good 3 - Reject the mechanism
