Deploying 150 000 LODE from Treasury on Spectra

This is a proposal to use 150 000 LODE tokens from the Lodestar treasury to seed the initial liquidity on Spectra https://www.spectra.finance/

Background:

Spectra is a DeFi project that offers fixed rates, yield trading, and liquidity vaults for interest rate derivatives (comparable to Pendle for those who are familiar) -> https://docs.spectra.finance/

The maturity of these vaults would be of 3 months and would allow users to trade the LODE staking yield over that period.
