Proposal to extend the Arbitrum STIP grant to the 31st March

Introduction:

Since the STIP program's inception on November 12th, Lodestar Finance has seen remarkable growth. We've been distributing 53,571 ARB weekly to market participants and gauge voters. This program was initially set to conclude on February 18th at the end of Epoch 25.

A recent proposal by Arbitrum suggests extending the STIP program until March 31st. We now have an opportunity to sustain ARB incentives longer while keeping the momentum of the Arbitrum Season !

The request

To align with this extension, we propose reducing the weekly ARB incentive to 28,846.38 from Epoch 19 (starting January 1st). This will allow us to maintain incentives until the end of Epoch 31 on March 31st.

The new proposed ARB emission schedule would be, with the first week of Arbitrum incentives having started on November 13th with Epoch 12:

Epoch 14: 53,571 ARB

Epoch 15: 53,571 ARB

Epoch 16: 53,571 ARB

Epoch 17: 53,571 ARB

Reduce ARB emissions to 28,846.38 per epoch starting January 1st. Extend the STIP program to last until March 31st.
