LIP71: Governance Process Optimization (consensus)

TL;DR

Previous optimizations to the governance process were made in LIP47 and LIP65. This proposal builds on LIP65 to ​simplify the governance rights claim process, reduce governance burdens, and introduce a ​minimum participation rate requirement for proposals to ensure security.

​Summary

This proposal aims to further optimize LXDAO’s governance rights: ​Buidler Card holders must submit an ​additional annual declaration to participate in governance voting or propose initiatives. This declaration remains valid for one year. The goals are to reduce the governance weight of inactive members, improve governance efficiency, increase community governance activity, and enforce a ​minimum participation rate for proposals to ensure security.

​Background

Under LXDAO’s current governance framework, Buidler Card holders can actively claim governance rights to participate. However, the existing mechanism requires ​quarterly claims, creating governance burdens. To address this, governance rights will be extended to ​annual claims.

Currently, ​16–20 members participate in governance voting per quarter, with ​38 members having claimed governance rights in the current quarter. To prevent governance attacks, the ​minimum participation rate for proposals is set at ​30% of Buidler Card holders who have claimed governance rights.

This proposal seeks to resolve long-term governance apathy by dynamically adjusting annual governance weights through ​yearly activation of governance rights.

  • ​Secondary Activation of Governance Rights: Buidler Card holders must ​apply annually for LXDAO governance rights to participate.
  • ​Vote Counting: Dynamic thresholds remain in place, with the threshold calculation based on the ​total number of annual governance rights claimants among Buidler Card holders.
  • ​Minimum Participation Requirement: Proposals must achieve participation from ​**≥30% of Buidler Card holders who have claimed governance rights**.
  • ​General Proposals: Pass with ​**≥20% absolute approval votes**
  • ​Consensus-Level Proposals: Pass with ​**≥70% absolute approval votes** (The rule of counting opposition votes ×2 remains in effect to fully respect dissenting opinions.)

​Implementation Process

  • A governance rights declaration post will be created on the forum ​during the first week of December each year.
  • Buidler Card holders can reply to the declaration post at any time.
  • The governance team will add members to the whitelist ​immediately upon receiving declarations.
  • Governance tokens are issued annually and ​not reused.

​Differentiating General vs. Consensus Proposals

Historically, classification was based on scope, constitutional compliance, and financial impact.

This proposal delegates classification to the community:

  • Guidelines for distinguishing General and Consensus proposals will be provided on the forum/Docs.
  • Proposers must label their proposals as ​General or ​Consensus-Level. Members who disagree with the classification may veto the proposal, requiring the proposer to revise the classification.

​Governance Incentives

  • A governance incentive pool will be established using ​LXP. Members who participate in ​all quarterly votes will share the pool equally.
  • ​Pool Size = Number of community proposals in the quarter × 100 LXP (LXDAO currently averages ​7 proposals per quarter).

​Budget

The primary budget is for the governance incentive pool. Based on an average of ​7 proposals per quarter, the estimated quarterly budget is ​~700 LXP.

This proposal aims to:

  2. Provide better voting and proposal incentives for LXDAO.

背景

当前 LXDAO 的治理框架中,Buidler Card 可以主动 Claim 治理权来参与治理,但是当前的机制是每个季度 Claim 一次,这样会给造成一定程度的治理负担,所以将治理权延长为一年一次。

目前每季度参与投票治理的人数大约在16~20人之间,在当前季度,总共有 38 人 Claim 治理权。将提案最低参与率设置为已经 Claim 治理权 Builder 的 30% ,以避免治理攻击。

本次提案意图长期解决治理冷漠的问题,通过治理权的年度激活,来动态的调整每年的治理权重。

具体实施

投票权方案

  • 治理权二次激活:持有 Buidler Card 的成员如需参与治理,需每年申请 LXDAO 治理权
  • 计票仍采取动态阈值的方式,阈值计算基数=当年度 Buidler Card 成员申请治理权总数
  • 提案的最低参与人数需要达到已经 Claim 了治理权 Builder 的 30%
  • 普通级提案绝对赞成票数 ≥ 20% 即为通过
  • 共识级提案绝对赞成票数 ≥ 70% 即为通过

(为了充分尊重反对意见,反对票*2 的计票规则沿用)

实施流程

  • 每年的 12 月第一周在论坛开设治理权声明帖子
  • Builder card 持有者可以随时在声明贴回复
  • 治理组将在接收到申明的第一时间添加白名单
  • 每年通证为独立通证,不重复使用

关于普通提案以及共识提案区分

过去主要考虑涉及范围、是否违宪以及是否涉及较大金额资金

我们希望将判断交还给社区,即:

  • 在论坛/Docs 提供对普通提案或共识提案判断的引导。
  • 提案人在提案中标明是普通提案或共识提案,成员若不同意提案等级,可投否决票,要求提案人重新调整提案等级。
