Test Focus:

• Verify whether members with governance rights can vote normally and whether their - votes are counted.
• Verify whether members without governance rights are excluded from the count.
• Verify whether delaying the voting start date also postpones the snapshot time.

测试重点：

• 取得治理权成员是否能正常投票，是否被统计
• 未取得治理权的成员是否被统计
• 延后投票起始日是否也会延后快照时间
