Add locked staking pools with higher APR

There will be locked staking pools with 4 different duration; 1 month; 3 months; 6 months and 1 year with higher APR. If the pool is left within 24 hours of entry, 50% of the staked amount will be cut as penalty and will be burned. This 50% early withdrawn penalty will gradually reduced everyday stayed in the pool.
